Not on Windows. On Windows there is no monetdbd (aka merovingian), so also no merovingian.log.
The only hope you have is the command window in which the server was started. If things work as they should, the command window should stay open after a crash of the server. It should say Press any key to continue, and if you press that key, the window closes.
You could of course also redirect the server output to a file in the batch file that is used to start the server. Typically C:\Program Files\MonetDB\MonetDB5\MSQLserver.bat.
