It's sysconfdir/tmpfiles.d (aparently necessary for systemd)

I think the problem here is that $(prefix) (or ${prefix}) is /usr, and
etc doesn't belong under /usr, so you could try
--sysconfdir='${prefix}/../etc' to make SuSE happy.
