We've actually tried it with several recent versions and they all have this problem. We are also looking into the possibility of a locale issue but haven't found it yet.

Could be a locale problem, and it could be a bug.
First of all, which version of the ODBC driver are you using?

ODBC: you need to use C or C++.
JDBC: you need to use Java.

The two drivers were developed independently so undoubtedly have
different bugs.
