message on the mailing list a while back that had the right syntax.
Here's my command that works:

COPY 1000000 RECORDS INTO test.aggregated_detail_data_2009 FROM
'/home/monetdb/aggregated_detail_data_2009_1.csv' using delimiters
',','\n';
